Standard Procedure for Non-Thai Nationals Applying for Permission to Enter Thailand

As per the Regulation issued under Section 9 of the Emergency Decree on Public Administration in Emergency Situations B.E. 2548 (2005) (No. 13), non-Thai nationals, who may be permitted to enter into Thailand, are the following.

Non-Thai Nationals

who may be permitted  to enter into Thailand

·  Member of Diplomatic Missions, Consular Representatives and International Organisations (DCIOs) in Thailand, including spouse, children and parents

·  details as per 2.1

·  Spouse, Children or Parents of Thai Nationals holding legal documents to prove the relationship to the Thai National

·   details as per 2.2

·  Holder of Certificate of Residence or person who has been permitted to have residency in Thailand, including spouse and children

·  details as per 2.3

·  Holder of a valid Work Permit or person who has been granted permission to work in Thailand, including spouse and children

·  details as per 2.4

·  Student in an educational institution under approval of Thai authorities, including parents or guardian

·  details as per 2.5

·  Person in need of medical treatment, including accompanying persons,  except for COVID-19 treatment

·   details as per 2.6

 

 

 

  1. Prior to Travel to Thailand

1.1 The above-mentioned non-Thai nationals residing in India must apply for a Certificate of Entry (COE) and entry visa (if necessary) prior to travelling to Thailand.

1.2 Non-Thai nationals may submit the required documents in accordance with their place of residence in India as follows.

  1. Required Documents for Applying for a COE

2.1 Member of Diplomatic Missions, Consular Representatives and International Organisations (DCIOs) in Thailand, including spouse, children and parents

(1) Copy of a valid passport

(2) Copy of a valid Thai visa (if any)

(3) Copy of the Declaration Form, completely filled-in and signed
(as per Attachment)

(4) Letter from the Diplomatic Mission, Consular Representative and International Organisation (DCIOs) in Thailand affirming responsibility for healthcare or treatment expenses, or documentary evidence demonstrating a guarantee that the traveler is able to take responsibility for his/her own healthcare or treatment expenses, including for COVID-19, throughout the duration of stay in Thailand

(5) Confirmed reservation of Alternative State Quarantine (ASQ) facility for a period of 14 days from the date of arrival at his/her own expense. List of ASQ facilities is available at http://newdelhi.thaiembassy.org/en/2020/07/asq-hotel-list/

 

     2.2 Non-Thai national spouse, parents or children of a Thai national

(1) Copy of a valid passport

(2) Copy of a valid Thai visa (if any)

(3) Copy of Thai national’s valid passport or ID card

(4) Letter from the Thai national concerned specifying the supporting reason/s for the entry into Thailand of the non-Thai national/s

(5) Copy of the marriage certificate or document issued by a government authority to certify the marital status (The Indian marriage certificate with a Thai national has to be registered under the Special Marriage Act.)

(6) Copy of the birth certificate or document issued by a government authority to certify the relationship between the children and the Thai national

(7) Copy of the Declaration Form, completely filled-in and signed
(as per Attachment)

(8) Health insurance policy covering treatment and medical expenses related to COVID-19 throughout the duration of stay in Thailand (as least for one year) with a minimum coverage of USD 100,000.- (US Dollars one hundred thousand)

(9)  Copy of the air ticket reservation

(10) Confirmed reservation of Alternative State Quarantine (ASQ) facility for a period of 14 days from the date of arrival at his/her own expense. List of ASQ facilities is available at http://newdelhi.thaiembassy.org/en/2020/07/asq-hotel-list/

 

2.3 Non-Thai national holding Certificate of Residence or who is permitted to have residency in Thailand, including spouse and children

(1) Copy of a valid Certificate of Residence with re-entry permit, or

(2) Copy of Travel Document for Aliens (T.D.) issued by the Ministry of Foreign Affairs of Thailand with re-entry permit

(3) Copy of a valid passport

(4) Copy of a valid Thai visa (if any)

(5) Copy of the marriage certificate or document issued by a government authority to certify the marital status

(6) Copy of the birth certificate or document issued by a government authority to certify the relationship between the children and the holder of Certificate of Residence

 

(7) Copy of the Declaration Form, completely filled-in and signed
(as per Attachment)

(8) Health insurance policy covering treatment and medical expenses related to COVID-19 throughout the duration of stay in Thailand (as least for one year) with a minimum coverage of USD 100,000.- (US Dollars one hundred thousand)

(9) Copy of the air ticket reservation

2.4 Non-Thai  national  holding  a  valid  work  permit  or  granted   permission to work in Thailand, including spouse or children

(1) Copy of a valid passport

(2) Copy of a valid Thai work permit, or

(3) Copy  of  letter  issued  by  the  relevant  authorities  of  Thailand indicating permission for working purposes (e.g. WP3, BOI letter) excluding, volunteers, actors, religious practitioners and retirement visa holders

(4) Copy of marriage certificate or document issued by a government authority to certify the marital status with spouse

(5) Copy of birth certificate or document issued by a government authority to certify the relationship with the child/children

(6) Copy of a valid Thai visa (if any)

(7) Copy  of  the  Declaration  Form,  completely  filled-in  and  signed  (as per Attachment)

(8) Health insurance policy covering treatment and medical expense related to COVID-19 throughout the duration of stay in Thailand (as least for one year) with a minimum coverage of USD 100,000.- (US Dollars one hundred thousand)

(9) Copy of the air ticket reservation

2.5 Non-Thai national student of educational establishment in Thailand under the approval of Thai authorities, including their parents or guardian

(1) Copy of a valid passport of the student

(2) Copy of a valid passport of the parents or guardian

(3) Copy of a valid Thai visa (if any)

(4) Copy of the birth certificate or other document issued by a government authority to certify the relationship with the parent/s or guardian

(5) Copy of letter from the school/university certifying the student status or a letter of acceptance from the school/university

(6) Letter from the government authority administering the school (not applicable to international schools and universities)

(8) Copy of the Declaration Form, completely filled-in and signed (as per Attachment)

(9) Health insurance policy covering treatment and medical expenses related to COVID-19 throughout the duration of stay in Thailand (as least for one year) with a minimum coverage of USD 100,000.- (US Dollars one hundred thousand)

(10)  Copy of the air ticket reservation

(11) Confirmed reservation of Alternative State Quarantine (ASQ) facility for a period of 14 days from the date of the arrival at his/her own expense.
List of ASQ facilities is available at http://newdelhi.thaiembassy.org/en/2020/07/asq-hotel-list/ Or Organizational Quarantine of the educational establishment for a period of 14 days from the date of the arrival at his/her own expense

 

2.6 Non-Thai national in need of medical treatment in Thailand, except for treatment of COVID-19, including accompanying persons

(1) Copy of a valid passport of the patient

(2) Copy of valid passports of the accompanying persons (maximum 3 persons)

(3) In case of immediate family, a document to certify relationship with the accompanying persons

(4) Patient Referral Note/ Letter issued by the sending hospital in India stating medical reasons for treatment in Thailand

(5) Note/ Letter of Admittance for treatment issued by the hospital in Thailand, together with a confirmation of Hospital Quarantine (HQ) for 14 days for the patient and the accompanying persons

(6) Financial document/ evidence to ensure availability of adequate financial resources to cover the medical expenses incurred during the treatment in Thailand

(7) Copy of the Declaration Form, completely filled-in and signed (as per Attachment)

(8) Health insurance policy covering medical expenses in Thailand and also including COVID-19 treatment with a minimum coverage of USD 100,000.-
(US Dollars one hundred thousand)

(9) A copy of the air ticket reservation

 

  1. Upon Collection of the COE and Entry Visa (if needed)

3.1 The Embassy/ Consulate-General will notify approval of the COE to the applicant(s).

3.2 If a visa application is needed, the applicant shall submit a visa application form (completely fill-in and signed) and/ or relevant documents according to the purpose of entry, i.e. the employment contract for applying a business visa. The visa fee will be collected and is non-reimbursable.

3.3 Upon collecting the COE and Visa, every applicant shall present these necessary medical certificates;

(1) COVID-19-free Health Certificate, a medical certificate with RT-PCR laboratory results indicating that COVID-19 is not detected, issued no more than 72 hours prior to travel; and,

(2) Fit to Fly or Fit to Travel Health Certificate issued no more than 72 hours prior to travel.

Please note that if the applicant(s) is unable to present the above-mentioned medical certificates, the Embassy/ Consulates-General in India will not issue a COE to the applicant(s).

 

  1. Upon Entry into Thailand

The non-Thai national/s is required to present the following documents upon arrival at the airport in Thailand:

4.1 COE issued by the Embassy or Consulate-General;

4.2 Declaration Form, duly filled-in and signed;

4.3 Health  insurance  policy  covering  treatment  and  medical  expenses related to COVID-19 with a minimum coverage of USD 100,000.- (US Dollars one hundred thousand);

4.4 COVID-19-free Health Certificate, a medical certificate with RT-PCR laboratory results indicating that COVID-19 is not detected, issued no more than 72 hours prior to travel; and,

4.5 Fit to Fly or Fit to Travel Health Certificate issued no more than  72 hours prior to travel.

 

  1. Attention

5.1 Tourist (TR), Transit (TS, S), Non-Immigrant type R (Religious),
O-A (Long Stay, Retirement), O-X (Long Stay), and Special Entry/Privilege Entry (Holder of Thailand Privilege Card (Elite Card)) are not currently eligible to enter Thailand.

5.2 In case of a change in the date of travel and/or the ASQ reservation,
please notify the Embassy or the Consulate-General at the earliest opportunity
. Failing to do so, the non-Thai national will not be able to enter Thailand.

5.3 The Embassy and Consulates-General will not be held responsible for any expenses that may occur arising from the change in the date of travel.
